Today I’m pleased to be joined by special guest Annie Rosenfeld. Annie is the director of risk management and real property for the Tahoe Donner Homeowners Association, and she’s here to talk to us about short-term rental restrictions and issues that pertain to Tahoe Donner homeowners.
Two years ago, the homeowners association board began receiving a torrent of feedback from concerned residents regarding short-term rental activities. Complaints ranged from all-night parties to dogs running amok to unsolicited trespassing on neighboring properties.
In response to this, the board adopted one amendment and two new rules in summer 2018, which took effect January 1 of this year. The pair of new rules concerns two forms of pollution: light and noise. Each rule states that the respective form of pollution must be minimized after 10 p.m. and before 7 a.m. No one is considered exempt from this enactment.
The board also amended its business activities rules, thereby prohibiting any renter from holding any events on the property they occupy; such events would include weddings, wedding receptions, or corporate retreats.
One thing to keep in mind: Homeowners are allowed to host their own friend- or family-based events, but must refrain from renting out their space for others’ events.
